The fountain was launched in June 2002 and is fully designed in a circus theme. The sculptor is Zurab Tsereteli.

In the center of the composition is a clown riding on one wheel under an umbrella, and another clown falls out of his open suitcase along with other things.

The arena bowl is made of granite, and on top is covered with an elegant bronze grid, through which more than 100 water jets hit. The jets can soar up and freeze, as if dancing to a circus orchestra.
